COMMUNITY development
LEAP PROGRAM AND FOOD PANTRY
A little over a year ago we, as did many other cities, received CDBG CV one time distributions to aid with COVID-19 impacts. We created two programs which were the Rental Assistance Program and LEAP. Each program has provided much needed assistance to those who applied and qualified by helping keep residents in their homes and businesses with payroll and more. We are reallocating some of the unused funds in our Rental Assistance Program to the LEAP program which is expected to assist an additional 20+ local small businesses. We are also allocating a portion of the funds to invest in our newly approved Food Bank which will help our residents experiencing food insecurity. LEAP applications open on March 18th
WEST COAST COLD STORAGE
Had the opportunity to attend West Coast Cold Storage Ribbon Cutting ceremony yesterday. Over the past couple years we have been working on master planning the Rubidoux corridor and surrounding areas in partnership with our residents and business community with the goal of attracting development that is compatible with existing uses and incoming development as well as beneficial for our current and future residents. This project is one example of that by bringing quality jobs with pay starting around $24 an hour with incentive opportunities. Some other large projects of note in the area that are currently in planning or in construction are the District at Jurupa Valley, Rio Vista, Emerald Ridge, and Shadow Rock.
A fun fact, much of the management team for this site grew up and live right here in the community of Rubidoux and graduated from RHS!

PANDA EXPRESS
A Site Development Permit was recently approved to construct a new commercial development at 7014 Mission Blvd. It consists of three drive thru restaurants with PANDA Express being one of the confirmed tenants. Construction is expected to start soon.
COMMUNITY SERVICE GRANTS
The City Council approved $40,000 to be utilized for approved mini-grant funding for projects benefitting the residents residing within Jurupa Valley. Non-profit organizations are encouraged to apply for the Community Service Grant Funding.
Important Dates : The deadline to submit a mini-grant is April 4, 2022The final day for submission of all documentation and the expenditure report is September 1, 2023
TRACTOR SUPPLY COMING SOON
A Site Development Permit, Conditional Use Permit, and Tentative Parcel Map were recently approved by the Planning Commission on February 9, 2022, to construct a new 49,638 square foot commercial development on the Southwest Corner of Armstrong Rd. and Sierra Ave. The project will include:
18,800 sq. ft. Tractor Supply commercial building with combined outside display and storage area
3,080 sq. ft. drive-thru fast food restaurant
2,130 sq. ft. drive-thru fast food restaurant
More information will be provided on the future tenants at a later time. Attached is a site plan of the project.
ALDI’s Grocery Store submitted an application for tenant improvement plans to open a new store at the former Bed, Bath and Beyond location at the Vernola Marketplace (6365 Pats Ranch Rd.). ALDI is tentatively scheduled to open in the Fall of 2022.

Each year, during our public budget hearings we review available funds and approve the next set of projects on our CIP list.
Some current projects to note that have received funding are:
- Pacific Ave Road and Bicycle Lane rehabilitation between 42bd and Mission.
- Limonite between Felspar and Pedley
- Traffic Signal light at Jurupa and Pedley
- Mission phase 1 between Valley Way and Pyrite

Always a pleasure to attend the annual Lions Student Speaker Contest. All participants are JUSD students and the winners receive scholarships with the first place winner advancing to the next level with an opportunity to win additional scholarships! Congratulations to Katy for winning this round and best of luck on the next round #GoJags #JVHS

A great three day weekend of AYSO (American Youth Soccer Organization) Soccer in #JurupaValley at the Locomotion Tournament with Jurupa AYSO Region 462 Spring Select teams representing Jurupa well! Congratulations to our U14 Boys for earning the Championship! It was amazing to see over 1200 youth enjoying being out on the fields and playing soccer from as far away as Bishop.
A huge thanks to Jurupa District Lions Club #2659 Member Brenda, the Sikh Community, Jurupa AYSO Board Members, Jurupa Spring Select parents, and a special thanks to Riverside AYSO for all the hours volunteered to make this event a great success!
