We approved the Shops at Jurupa Valley!!!! This is a 32 acre shopping center on the corner of Mission and Pyrite. The grocery store will be Aldi. Many more tenants are confirmed and will be announced as soon as the developer is able to share. The gym is a national chain and will be announced soon. In addition, the hotel is currently in negotiation between the developer/owner and the hotel builder with more info to come soon. The developer/owner plans to begin construction by the end of this year and have the first retail/eateries open by this time next year. PROJECT DESCRIPTION
The Shops at Jurupa Valley (hereafter, the “Project”) is a proposed commercial shopping center located on a 32-acre parcel and consisting of approximately 231,100 square feet of commercial, retail, restaurants (sit down and drive-thru), an office building, a fitness center/retail and associated alcohol sales for off-site consumption for two businesses. The Project includes ground level parking, landscaping, outdoor eating areas, signage, internal paving and walkways, retaining walls, and access to the adjacent parcel to the northeast. The Project site is comprised of 20 buildings, 20 commercial parcels, and one parcel owned by the Riverside County Flood Control and Water Conservation District (RCFCWCD).
The Planning Commission approved the requested Extension of Time by the owner/developer for the Wineville Marketplace.
PROJECT DESCRIPTION:
The applicant (Wineville Marketplace, LLC) requests a one-year Extension of Time (EOT) for TTM36957 and TTM36846, which were approved as part of the Wineville Marketplace project, a proposed Planned Unit Development (PUD) consisting of 130 single-family residential lots, community amenities, two commercial centers, landscaping, open space, and street improvements on approximately 33 acres of vacant land. TTM36957 is a Schedule “E”
subdivision to subdivide approximately 33 acres into six numbered lots for financing purposes. TTM36846 is a Schedule “A” subdivision to further subdivide two of the lots (21.2 of the 33
acres) into 130 single-family residential lots with internal private streets, community facilities, and common areas. Table 1 contains information about the project site. Figure 1 and Figure 2 show renderings the project contained in the approved Development Plan (p. 64-66).
We are currently working with the developer on potential changes to the plan and will share the details as they become available via public hearings and more.

DEVELOPMENT UPDATES
Fast Food Commercial Center) The project is nearing completion of its entitlement process. The project will include a Panda Express drive thru restaurant and two pads for future drive thru restaurants. The project site is just west of Denny’s and McDonalds near the intersection of Valley Way and Mission Boulevard (7014 Mission Boulevard). The project will transform a blighted property into a first rate fast food commercial center. This is a Director’s Action. See the site plan and project location photo below
community service
I had the absolute pleasure of attending the Ribbon Cutting of For the People Task Force food bank! Over the past year and a half For the People has held over 70 food drives that provided much needed food and other resources to our communities in Jurupa Valley, Corona, Rialto, Fontana, and much more across the Inland Empire. It is an honor to serve as a board member and look forward to continuing to serve. A huge shoutout to Yousuf and Fauzia for their vision, leadership, and countless hours of service!
I had the pleasure of nominating For the People Taskforce and our Sikh Temple for their work in serving our communities during #covid19. I'm extremely glad the #WRCOG Executive Committee awarded the recognition. You can watch the video at the link in the post below!
infrastructure
Mission Rehabilitation Phase 1 construction contract was approved and work has started and comes at a cost of close to $2 million. As a reminder, this will rehabilitate Mission between Valley Way and Pyrite with some additional features.
Mission Boulevard Pavement Rehabilitation – Ph. 1
The City proposes to improve Mission Boulevard between Pyrite Street and Valley Way. The project consists of the grinding of the existing pavement surface, construction of a fiber reinforced leveling course and fiber reinforced ARHM overlay, construction of a pedestrian refuge area in the center island at Valley Way, traffic signal modifications at the Valley Way intersection, and re-striping through the project limits including new left turn pockets at Tyrolite Street, Sikh Temple Way and the private driveway west of Valley Way. JURUPA ROAD GRADE SEPARATION UPDATE:
Construction of the Jurupa Rd Grade Separation has started and will go through June of 2023. New roads are being built to connect to Van Buren as alternate routes and improvements are being made to the intersection of Galena/Rutile and Van Buren including a traffic signal at Pedley and Jurupa. #jurupavalley #infrastructure

council business/community news
I would like to thank outgoing Jurupa Chamber Board Members Diana Leja and Ron Anderson for their numerous years of service to our community! Congratulations to Linda Thompson for being awarded the President's Award and the Sikh Temple for community hero award! I had the pleasure of installing the incoming Jurupa Chamber Directors and look forward to working closely with them to bring our business community closer together.
We received a presentation on the Flock Safety Camera System that has shown to improve public safety and/or provide tools to our law enforcement to identify criminals in vehicles at a much faster pace. Once implemented in a city, it has shown to be a deterrent to crime. We will be receiving more info at future meetings to scope out potential implementation in our city. You can learn more here.
At July’s Rubidoux Community Services District Meeting they made significant investments in infrastructure in preparation for development in projects that are currently in construction such as Shadow Rock and projects currently in planning such as Rio Vista. Partnerships between our #JurupaValley agencies is critical to ensure we plan accordingly as we develop commercial and housing projects throughout our city.
I had the honor of serving with Ruth on the board of Rubidoux CSD and later endorsed my run for City Council. She was a force to reckon with when it came to the protection of our environment with a special emphasis on preserving the Santa Ana River and the Hidden Valley Wildlife area. A large part of why our Santa Ana River has been preserved and not covered wth concrete was due to Ruth's work and advocacy many years ago. We lost a giant. I extend my condolences to Ruth's family and friends.
Congratulations to our great staff being awarded Building Department of the Year! Well deserved!
At this month’ #WRCOG Executive Committee and Finance/Admin committee meetings we received and filed and/or took action on the following:
- the Executive Committee approved the recommendation from the admin and finance committee you deny the appeal from DR Horton for the payment of TUMF fees for vesting tentative tract maps 31620 and 31620-1
- we approved a 3% 2021 construction cost index adjustment for all TUMF land use types. We approved the minimum while we wait for the full nexus study sometime next year.
- we recognized our outgoing Chair Kevin Bash, Mayor or Norco for his outstanding leadership this past year!
- we honored three staff service milestones. They are Chris Gray, Andrew Ruiz, and Christopher Tzeng. Thank you for your continued commitment to elevating the subregion!
- we received an energy department update. We continue to look at incorporation of smart city technologies and municipal broadband.
- we received an update on various housing bills working through the legislative process. We approved and directed staff to submit a letter of opposition to SB 12. Some other key bills to watch are SB6, SB9, and SB10. The cities of Norco, Corona, and Jurupa Valley have separately submitted joint letters of opposition unless amended to some of these bills earlier in the year.
